The Nigerian Civil Aviation Authority (NCAA) has placed 11 domestic airlines on its “No-Pay-No-Service” list over outstanding statutory debts owed to the aviation regulator.

According to an internal directive dated May 22, 2026, the authority instructed all its departments and regional offices to stop providing regulatory and administrative services to the affected operators until they settle their debts or agree to repayment arrangements.

The action is linked to unpaid five per cent Ticket Sales Charges and Cargo Sales Charges, which airlines collect on behalf of the NCAA to support aviation safety oversight, staff training, and economic regulation in the sector.

Airlines affected by the suspension include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.

The directive, signed by the NCAA’s Director of Finance and Accounts, Olufemi Odukoya, stated that no department should provide services to the listed airlines without clearance from the finance directorate.
The memo was also copied to the Director-General of Civil Aviation and other senior officials within the authority.

The development has raised concerns within the aviation industry, with fears that the suspension of key regulatory services could disrupt airline operations and affect passengers across the country.
